National Interest takes a look back at the Advanced Tactical Fighter (ATF) competition in a new article. At the time, the goal was to choose just one of two competing aircraft to replace the F-15 Eagle, and the Air Force would buy 750 fighters (in reality, it would not buy many Raptors). Each team hand-built two prototypes for the competition. And while the Lockheed YF-22 was announced as the winner in April 1991, many analysts have since argued that the Northrop YF-23 was actually the better aircraft.

While the two aircraft were equal in weapons load and avionics, the Northrop design had better stealth and greater range. This domain bonus would be especially appreciated given its growing influence in China today. The wider range to cover the Asia-Pacific region is now on the design of the proposed Raptor replacement.
However, Northrop brought its own baggage to the table in the 90s. According to National Interest, the company has a reputation for "trial fraud, contract bans and fines". The company's work on the B-2 involved significant costs, and the Air Force may have been anxious to repeat the experience.
So why did the Air Force choose the YF-22? By default, Lockheed appears to have a better handle on the fighter program than Northrop. Another reason the YF-22 won was marketing. Lockheed put the YF-22 through an intensive flight test program that demonstrated the fighter's combat capabilities, including a 60-degree angle of attack and sharp 9-gram thrusters that pushed the limits of human endurance. While the YF-23 was as manoeuvrable as its competition, Northrop made no effort to prove it could.

Did the US miss an opportunity by not choosing the YF-23? Maybe, but not in the long run. Both were excellent fighters and the F-22 ran very well. Maybe the F-23 was a financial problem or Northrop was doing better than Lockheed. We will never know. Meanwhile, the F-22 was not really a success in a way that the "F-23" wasn't.
In any case, the two companies will compete again in the near future - this time to replace the Raptor. Northrop Grumman shook off some of its old demons to win the contract to build the future B-21 Raider bomber, so it should be a strong contender again.
